The new law defines two types of skilled labor:
Qualified workforce with vocational training is people who have completed a qualified vocational training. If qualified vocational training has been received in a foreign country, before the visa application, the competent equivalency authorities in Germany evaluate whether the vocational training in question is equivalent to the vocational training in Germany.
Qualified workforce with an academic education is those who have graduated from a university in Germany or have graduated from a foreign higher school whose equivalence procedures have been completed, or those who have a foreign higher school diploma similar to a higher school diploma in Germany.
*Unqualified or low-skilled persons are not a qualified workforce according to the law.
